'Stop sale directive' means a notification issued by a manufacturer or distributor stating that a new or used vehicle in inventory may not be sold or leased at retail or wholesale due to:(1) a federal safety recall for:(A) a defect; or(B) a noncompliance; or(2) a federal emissions recall.As added by P.L.104-2024, SEC.31.
