53.47 Materials furnished by department of administrative services. 1. In order to establish uniformity in size, weight, and other characteristics of the ballot and facilitate its distribution and return, the department of administrative services shall upon direction of the state commissioner purchase any material needed for any special ballots, envelopes, and other printed matter, and sell any such materials to the several counties of the state at cost plus handling and transportation costs. 2. There is appropriated to the department of administrative services from the general fund of the state such sums as may be necessary to purchase any materials provided for in this section. The proceeds from sale of such materials to counties shall be deposited in the general fund of the state upon receipt of the moneys by the department of administrative services.
