135B.33 Technical assistance — plan — grants. 1. Subject to availability of funds, the department of health and human services shall provide technical planning assistance to local boards of health and hospital or rural emergency hospital governing boards to ensure access to such services in rural areas. An analysis of demographic trends in the health facility services area, affecting health facility and health-facility-related health care utilizations. b. An analysis of resources available in proximate health facilities and services that might be provided through alternative arrangements with such health facilities. d.
