380.1 Definitions. As used in this chapter, unless the context otherwise requires: 1. 'All of the members of the council' refers to all of the seats of the council including a vacant seat and a seat where the member is absent, but does not include a seat where the council member declines to vote by reason of a conflict of interest. 2. 'Book', 'list', 'record', or 'schedule' kept by a county auditor, assessor, treasurer, recorder, sheriff, or other county officer means the county system as defined in section 445.1. 2000 Acts, ch 1148, §1; 2010 Acts, ch 1069, §124
