216A.13 Commission of Latino affairs — duties. The commission shall have the following duties: 1. Study the opportunities for and changing needs of the Latino population of this state. 2. Serve as liaison between the department and the public, sharing information and gathering constituency input. 3. Recommend to the board the adoption of rules pursuant to chapter 17A as it deems necessary. 4. Recommend legislative and executive action to the governor and general assembly. 5.
