216A.165 Duties. The commission shall have all powers necessary to carry out the functions and duties specified in this subchapter and shall do all of the following: 1. Study the opportunities for and changing needs of Native American persons in this state. 2. Serve as a liaison between the department and the public, sharing information and gathering constituency input. 3. Recommend to the board for adoption rules pursuant to chapter 17A as it deems necessary for the commission and office. 4. Recommend legislative and executive action to the governor and general assembly. 5.
