216A.91 Definitions. For purposes of this subchapter, unless the context otherwise requires: 1. 'Commission' means the commission on community action agencies. 2. 'Community action agency' means a public agency or a private nonprofit agency which is authorized under its charter or bylaws to receive funds to administer community action programs and is designated by the governor to receive and administer the funds. 3.
