218.46 Scientific investigation. 1. The director shall encourage the scientific investigation, on the part of the superintendent and medical staff of the institution, as to the most successful methods of institutional management and treatment of the persons committed to the institution. In addition, the department shall procure and furnish to the superintendent and medical staff information relative to such management and treatment and publish bulletins and reports of scientific and clinical work done in that type of institution. 2. The department may provide services and facilities for the scientific observation, rechecking, and treatment of persons with mental illness within the state. Application by, or on behalf of, any person for such services and facilities shall be made to the director on forms furnished by the department. The time and place of admission of any person to outpatient or clinical services and facilities for scientific observation, rechecking, and treatment and the use of such services and facilities for the benefit of persons who have already been hospitalized for psychiatric evaluation and appropriate treatment or involuntarily hospitalized as seriously
