262.45 Purchase or condemnation of real estate. The erection of the buildings, improvements, and facilities for the educational institutions of higher learning in this state is a public necessity and the board is vested with full power to purchase or condemn at those institutions, or convenient to those institutions, all real estate necessary to carry out the powers herein granted.
