284.1 Student achievement and teacher quality program. A student achievement and teacher quality program is established to promote high student achievement. The program shall consist of the following major elements: 1. Career paths with compensation levels that strengthen Iowa’s ability to recruit and retain teachers. 2. Professional development designed to directly support best teaching practices. 3.
