314.2 Conflicts of interest. A state or county official who is a voting member of a governmental entity responsible for awarding a contract pursuant to section 314.1 and is the apparent low bidder for the contract shall not participate in a vote to award the contract and shall include an explanation of the official’s conflict in the resolution entered pursuant to section 26.12.
