321.129 When fees returnable. 1. Whenever any application to the department is accompanied by a vehicle registration fee as required by law and the application is refused or rejected, the fee shall be returned to the applicant. 2. Whenever the department through error collects any vehicle registration fee not required to be paid under this chapter, the fee shall be refunded from the refund account to the person paying the fee upon application made within one year after the date of such payment. 3. This section does not apply to the fee for new registration administered by the department of revenue pursuant to section 321.105A.
