321I.2 Rules. 1. The commission may adopt rules for the following purposes: a. Registration and titling of all-terrain vehicles. b. Use of all-terrain vehicles as far as game and fish resources or habitats are affected. c. Use of all-terrain vehicles on public lands under the jurisdiction of the commission. d. In adopting the rules, consideration shall be given to the need to protect the environment and the public health, safety, and welfare; to protect private property, public parks, and other public lands; to protect wildlife and wildlife habitat; and to promote uniformity of rules relating to the use, operation, and equipment of all-terrain vehicles.
