321I.21 Minors under twelve — supervision. A person under twelve years of age shall not operate an all-terrain vehicle, including an off-road motorcycle, on a designated riding area or designated riding trail or on public land or public ice unless one of the following applies: 1. The person is taking a prescribed education training course and the operation is under the direct supervision of a certified all-terrain vehicle education instructor. 2.
