461A.59 Powers in municipalities. Municipalities or corporations organized only for the purpose of establishing a water recreational area, acting separately or in conjunction with each other in counties not having a county conservation board, may establish water recreational areas. If a water recreational area is established without the support of public funds of the state of Iowa, the municipalities or corporations establishing the water recreational area, as the case may be, shall have control of the water recreational area independently of the executive council.
