468.274 Notice. Immediately upon the filing of the report of the commissioners and the engineer, if the report recommends the establishment of such district, notice shall be given by the auditor of each county to all of the following: 1. The owners of all the lots and tracts of land in the auditor’s own county respectively embraced within the district as recommended by the commissioners as shown by the transfer books in the office of the auditor of each of the respective counties. 2. The persons in actual occupancy of all the lots or tracts of land in the district. 3. Each lienholder or encumbrancer of any of the lots or tracts in the district as shown by the records of the respective counties.
