506.3 Certificate of compliance. Before the commissioner of insurance shall issue such certificate of compliance, the commissioner shall first be satisfied with the general plan of such organization and thecharacter of the advertising to be used; the commissioner shall also see that all rules andregulations promulgated under this chapter have been complied with and fix the time withinwhich such organization shall be completed; the commissioner shall also prescribe themethod of keeping books and accounts of insurance companies and those of fiscal agents ofcorporations subject to the provisions of this chapter.
