509A.10 Decisions of governing body final. The decisions of the governing body upon all matters upon which the said governing body is empowered to act, under and pursuant to the provisions of this chapter, shall be final andconclusive, in the absence of fraud, and no appeal shall be allowed therefrom nor shall suchdecisions of the governing body, in the absence of fraud, be reviewed, enjoined or set asideby any court.
