514B.4A Direct provision of health care services. 1. An application for a certificate of authority to provide health care services, directly, shall be forwarded by the commissioner to the director of health and human services forreview, comment, and recommendation, with respect to the health care services to beprovided directly, to assure that the applicant has demonstrated the willingness and potentialability to provide the health care services through adequate personnel and facilities. 2. Rules proposed by the commissioner for adoption for the direct provision of health care services by a health maintenance organization, shall be forwarded by the commissioner tothe director of health and human services for review, comment, and recommendation, priorto submission to the administrative rules coordinator pursuant to section 17A.4. 3.
