514C.15 Treatment options. A carrier, as defined in section 513B.2, or a plan established pursuant to chapter 509A for public employees, shall not prohibit a participating provider from, or penalize a participatingprovider for, doing either of the following: 1. Discussing treatment options with a covered individual, notwithstanding the carrier’s or plan’s position on such treatment option. 2.
