514J.101 Purpose — applicability. The purpose of this chapter is to provide uniform standards for the establishment and maintenance of external review procedures to assure that covered persons havethe opportunity for an independent review of an adverse determination or final adversedetermination made by a health carrier as required by the federal Patient Protection andAffordable Care Act, Pub. L. No. 111-148, as amended by the federal Health Care andEducation Reconciliation Act of 2010, Pub. L.
