904.312 Purchase of supplies. 1. The director shall adopt rules governing the purchase of all articles and supplies needed at the various institutions and the form and verification of vouchers for thepurchases. When purchases are made by sample, the sample shall be properly marked andretained until after an award or delivery of the items is made. The director may purchasesupplies from any institution under the director’s control, for use in any other institution,and reasonable reimbursement shall be made for these purchases. 2. The director shall, whenever technically feasible, purchase and use degradable loose foam packing material manufactured from grain starches or other renewable resources,unless the cost of the packing material is more than ten percent greater than the cost ofpacking material made from nonrenewable resources.
