904.315 Contracts for improvements. 1. The director of the department of administrative services shall, in writing, let all contracts for authorized improvements under chapter 8A, subchapter III, costing in excessof the competitive bid threshold in section 26.3, or as established in section 314.1B. Uponprior authorization by the director, improvements costing five thousand dollars or less maybe made by the superintendent of any institution. 2.
