164.9 65 Appointment of police officers and civilians -- Promotion and compensation. The governing board of each institution of public postsecondary education may provide for the appointment or promotion to the ranks and grades and positions of the departmen t such officers and civilians as are considered by the board to be necessary for the efficient administration of the department.
