171.130 Department for Libraries and Archives -- Commissioner. The Department for Libraries and Archives is established. The department shall be headed by a commissioner whose title shall be state librarian who shall be appointed by and serve at the pleasure of the Governor, and who shall have had technical training i n the field of library science.
