184.190 Notice of maturity of installments. It shall be the duty of the board of directors to cause to be mailed to each property owner liable for an assessment, to his last known address, a notice of the amount falling due ten (10) days prior to the date on which any installment of principal become s due. The failure of such property owner to receive a notice shall neither exempt him from liability for the assessment nor prejudice the collection thereof or the enforcement of the lien therefor.
