194A.120 State Interagency Council for Services and Support to Children and Transition -Age Youth attached to cabinet with authority to issue administrative regulations. The State Interagency Council for Services and Support to Children and Transi tion-Age Youth shall be the only statutory body attached to the cabinet that shall have the authority to issue administrative regulations. No other corporate body or instrumentality of the Commonwealth, advisory committee, interstate compact, or other stat utory body, presently attached to the cabinet, shall issue administrative regulations but shall operate only in an advisory capacity.
