224.1 -455 Definitions for KRS 224.1 -450 to 224.1 -465. As used in KRS 224.1 -450 to 224.1 -465, unless the context otherwise requires: (1) 'Property' means a parcel or parcels of real property owned by a public entity upon which a release of a hazardous substance, pollutant, or contaminant has occurred. (2) 'Pub lic entity' means the Commonwealth of Kentucky, a county, city, urban -county government, charter county government, or any of their agencies, departments, or any KRS 58.180 nonprofit nonstock corporation. (3) 'Remediation plan' means a plan approved by the cabinet whereby the public entity will remediate hazardous substances, pollutants, or contaminants released upon the property.
