278.0 42 Service adequacy and safety standards for electric utilities --National Electrical Safety Code. (1) For the purposes of this section, 'NESC' means the National Electrical Safety Code as published by the Institute of Electrical and Electronics Engineers , Inc. (2) Except as otherwise provided by law, the commission shall, in enforcing service adequacy and safety standards for electric utilities, ensure that each electric utility constructs and maintains its plant and facilities in accordance with accepted engineering practices as set forth in the commission's administrative regulations and orders and in the most recent edition of the NESC.
