422.140 Officer's conduct does not estop contest of tax or indebtedness. No conduct, statement, or representation of any officer of any county, city, or taxing district, shall serve to estop the county, city or taxing district from contesting the legality of any tax or indebtedness authorized or created by it in excess of the c onstitutional or legal limits relating thereto.
