76.33 0 Commission to make survey and report to county judge/executive of economic feasibility of construction -- Certification by metropolitan district. The commission shall, before entering upon any construction work or any contracts therefor, make a survey of the territory within the district, and report to the county judge/executive as to plans for sewer and/or drainage construction and as to the estimated cost thereof, with recommendations as to whether or not such construction is economically feasible. Wi th such report shall be submitted a report and certification from the metropolitan sewer district as to whether or not the project is feasible from a technical and economic standpoint.
