77.09 5 Employment of professional, technical or other advisers, experts and employees. The air pollution control board of any air pollution control district in the Commonwealth may employ and remove at pleasure professional and technical advisers, experts, an d other employees, skilled or unskilled, as it deems requisite for the performance of its duties.
