RS 18:131 - Place of registration; office and mobile registration unit defined A. Except as otherwise provided by law, all acts required for registration shall require the personal appearance of the applicant or registrant and shall be done only in an office of the registrar. B. For purposes of this Part, 'office' includes any branch office or mobile registration unit authorized by law. C. For purposes of this Part, 'mobile registration unit' means an office on wheels or which is portable. D. No registrar shall have or operate an office unless authorized by state law.
