RS 33:3690.2 - Petition; resolution of intention; conditions Upon the written petition of not less than fifty percent of the property owners owning not less than fifty percent of the lineal frontage of immovable property abutting on any road or street in the unincorporated areas of Jefferson Parish, the Jefferson Parish Council may adopt a resolution giving notice of its intention to blacktop said road or street or install culverts thereon, provided that the following conditions are complied with: (1) The road or street to be blacktopped has an average minimum width of at least eighteen feet. (2) The road or street is at least one block in length. (3) That water and drainage are available in the area, as determined by the Department of Public Works of Jefferson Parish. (4) A deposit of at least fifty percent of the total cost of the improvements is made with the director of finance of Jefferson Parish, by cash or certified check. (5) The number of abutting real estate owners and the property owned by them shall be determined by the conveyance records of Jefferson Parish, and the number of such owners and the property which they own shall be determined as of the date of
