RS 33:8043 - Powers and duties of commission The commission shall have the following powers and duties: (1) To represent the public interest in providing solid waste collection and disposal in and for the district. (2) To provide for the establishment, operation, and maintenance of a solid waste disposal system, including areas within the corporate limits of municipalities within the parishes. (3) To provide for the establishment, operation, and maintenance of a central waste plant, necessary pickup stations and for the acquisition or lease of necessary property, including land or equipment for waste disposal. (4) To make, alter, amend, and promulgate rules and regulations governing the conduct of the solid waste disposal operations of the parish. (5) To employ, dismiss, and establish policies and procedures for necessary personnel. (6) To enter contracts to effectuate the provisions of this Chapter. (7) To designate rules and regulations for safekeeping funds acquired, collected, or loaned by or to the district, and to provide for regular audits of the accounts of the district. (8) To enter into agreements with federal, state, or private agencies or other entities to procure aids
