RS 40:1034 - Permit issuance and conditions A. The secretary shall not issue a permit to purchase, possess, or administer sodium pentobarbital for the humane euthanasia of animals unless the following criteria have been met: (1) The animal control agency or facility is a duly incorporated humane society contracted to perform animal control services by a parish or municipality or a parish or municipal animal control agency. (2) The animal control agency has on staff a certified euthanasia technician, as provided in R.S. 37:1551 et seq. (3) Any other criteria which may be established by the department pursuant to R.S. 40:1036. B. The permit shall designate a sole responsible person for the duration of the permit to oversee the purchase, possession, and administration of sodium pentobarbital, which such person shall be a certified euthanasia technician.
