RS 40:1306 - Appointment and control of employees The director may, subject to the limitations of appropriations: (1) Establish positions within the department and make appointments thereto; (2) Abolish positions; (3) Transfer duties between positions; (4) Assign duties to and direct and control the work of employees; and (5) Transfer, promote, demote, remove, and otherwise change the status of employees of the department. All employees of the department are, to the extent practicable, interchangeable in work assignments for such temporary periods as are necessary to meet seasonal and emergency demands upon the department.
