RS 42:1430 - State Employees; cost of living salary adjustment Whenever an appropriation of state funds is made for the purpose of providing cost of living salary adjustments for personnel whose compensation is paid by the state of Louisiana, the adjustment in no circumstances shall be substituted for, be paid in lieu of, or be considered as a factor in determining whether or not any step increase or any merit, promotional, or other scheduled salary increase shall be granted.
