RS 42:721 - Establishment There shall be a system of personnel administration based on merit principles and scientific methods governing the appointment, promotion, transfer, lay-off, removal and discipline of the employees of those agencies or divisions or sections of state agencies administering federal funds which by federal law, rules or regulations are required to operate under personnel standards on a merit basis.
