RS 46:193 - Utility relief Each residential consumer shall receive utility relief in accordance with the provisions of Title III of P.L. 96-223, the 'Home Energy Assistance Act of 1980.'1 The secretary of the department responsible for implementation of Title III of P.L. 96-223, as designated by the governor, shall have authority to promulgate rules and regulations and take such actions as may be necessary to implement the provisions of this Section.
