RS 48:634 - Manner of issuance; valid obligations The governing body of the parish shall provide by ordinance the manner and form of issuance of the certificates of indebtedness. When issued in accordance with the provisions of this Part, the certificates are legal and valid obligations of the parish or district for and on whose behalf they were issued.
