RS 53:1 - Issuing agents of United States bonds; authority During the continuance of any emergency proclaimed by the President of the United States or of a state of war between the United States and a foreign nation or nations and for the time thereafter which may be expedient or necessary, all persons operating or doing business under the laws of the state may act as issuing agents for the sale and issue of obligations of the United States upon designation by and qualification with the Secretary of the Treasury of the United States or under his authority.
