(a) The powers and duties vested in the Board by the provisions of this subtitle are subject to the power and authority of the Secretary. (b) In addition to the powers set forth elsewhere in this subtitle, the Board may: (1) Adopt rules and regulations to carry out the provisions of this subtitle, including: (i) Filing applications for licenses; and (ii) The qualifications of applicants; and (2) Set standards to create classes of licenses under this subtitle.
