Each container of flower, tree, and shrub seeds which is sold or offered or exposed for sale in the State for planting purposes shall bear or have attached in a conspicuous place a plainly written label or tag in the English language, except when the scientific name is the commonly accepted name, giving the following information: (1) Name of kind and variety of seed; and (2) The year for which the seed is packaged or the germination percentage and date.
