(a) The Board may impose a fine not exceeding $1,000 or suspend a license for a violation of this title. (b) Fines collected under this section shall be paid into the general fund of the county. (c) If a period of at least 5 years has elapsed since a violation of this title, a subsequent violation shall be considered a first offense.
