(a) (1) With the approval of the County Executive, the Director may appoint employees necessary to operate the dispensary system, set employee compensation, and require a bond for the faithful performance of employee duties. (2) Except for the Director, each Services employee shall be appointed and employed in accordance with regulations of the Merit System Protection Board. (b) The Office of the County Attorney shall provide legal services to the Services.
