(a) (1) In addition to any powers set forth elsewhere, the Board may adopt: (i) any bylaw for the conduct of the proceedings of the Board; and (ii) any regulation to carry out this title, subject to the limitation under paragraph (2) of this subsection. (2) The Board may not adopt any regulation that would restrict or otherwise would affect competitive bidding for engineering services. (b) In addition to any duties set forth elsewhere, the Board shall: (1) administer this title; (2) adopt a seal; (3) keep a record of its proceedings; and (4) keep a file on each applicant for: (i) a license; and (ii) certification under § 14-310 of this title.
