(a) Except for a license issued under § 18-303(g) of this subtitle, before issuing a license, the Secretary shall conduct a State and national criminal records check for each applicant who applies for a license. (b) If the applicant is a firm, the Secretary shall conduct a State and national criminal records check for each firm member.
