(a) The Secretary shall certify as a security guard each individual whose application has been submitted as required by this subtitle and who meets the requirements of this subtitle. (b) Within 5 days after the Secretary denies the application of an individual for certification as a security guard, the Secretary shall send written notice of the denial to the licensed security guard agency that submitted the application.
