(a) Except as provided in subsection (b) of this section, a school of cosmetology approved by the State Department of Education or the Maryland Higher Education Commission may not allow a student to practice cosmetology on the public. (b) A school of cosmetology approved by the State Department of Education or the Maryland Higher Education Commission may allow a student to practice cosmetology in accordance with § 5-302 or § 5-303 of this title.
